How to deal with this situation with my landlord?

Being as sincere as possible, approach your landlord and tell him about the situation. You will be surprised to find that being polite goes along way. I am sure your landlord will understand and be open to renegotiation. If that fails then you can consider asking the two tenants in the basement to pick up the extra 1/4 of the bill.
